City of Fernley Arts & Culture Task Force
The City of Fernley Arts & Culture Task Force are pleased to offer an opportunity to local artists in the State of Nevada to display artwork in City Hall, Fernley Library & Lyon County Human Services Building.
Project Details
This Call for Artists will establish a list of local artists to potentially display artwork temporarily at the City of Fernley City Hall, the Fernley Library, and Lyon County Human Services Building throughout the upcoming fiscal year beginning July 1, 2021 through June 30, 2022. Art mediums include, but are not limited to paintings, drawings, printing, textile, and photography. Artist’s art pieces may be on display for a minimum of 30 days and up to 120 days. Artwork will be rotated through three public facilities: City Hall, Fernley Library, and Lyon County Human Services Building.
Artwork must meet the following restrictions:
- Works must be two-dimensional (no three-dimensional work).
- Artwork must be ready to hang and tagged.
Artist Eligibility
The following are invited to participate:
- artists who live in the State of Nevada
- community groups, youth and student artists who work with a professional artist on the project. Youth between the ages of 12 and 19 years of age with an aptitude in the arts appropriate to the project. Where an artist(s) or volunteers(s) is under age 18, a parent or guardian is required to sign City liability forms.
- Members of the City of Fernley Arts and Culture Task Force who wish to participate in the Call for Artists, must remove themselves from the selection committee review and selection process.

City Hall has 61 linear feet of space.
Fernley Library has 69 linear feet of space.
Lyon County Human Services Building has 126 linear feet of space.
The City shall provide wall space in the Council Chambers lobby, Fernley Library conference room, and the Lyon County Human Services building Senior Center and hallway, as space permits. Please note the wall surface is brick and there are minor surface obstructions on the wall. All artworks must conform to the space restrictions of the display areas. The artwork may stay in one location or be rotated from time to time. All artworks shall be installed and removed on the dates determined by the City, Fernley Library & Lyon County Humans Services. All respective public facilities shall supervise and perform the installation and removal of all artworks. Art pieces will be securely displayed under City’s guidelines.
Proposal Submission Requirements
A complete online application must include all materials listed below:
Submit the Online Art Submission Form: https://www.cityoffernley.org/forms.aspx?FID=173. Candidates must upload the images of the artwork to be potentially displayed. Slides, prints, or any physical submissions of artwork will not be accepted. Images must be formatted as high-resolution jpeg files; other formats will not be accepted.
Regarding the Public Records Act
Be advised that any contract that eventually arises from this Call for Artists is a public record in its entirety. All information submitted in response to this Call for Artists is itself a public record without exception. Submission of any materials in response to this call for artists constitutes a waiver by the applicant of any claim that the information is protected from disclosure. By submitting materials, (1) you are consenting to release of such materials by the City of Fernley and Arts and Culture Task Force if requested under the Public Records Act without further notice to you and (2) you agree to indemnify and hold harmless the parties named herein for release of such information. Furthermore, all submissions may be considered for future public art projects.
Selection Process and Evaluation Criteria
A selection committee will review applications for completeness and may reject incomplete applications. A selection committee will review and evaluate applications based on criteria that may include but is not limited to the following:
Originality: creativity and uniqueness demonstrated in previous projects.
Workmanship: quality and craftmanship exhibited by past work will be considered.
The City of Fernley and the Fernley Arts and Culture Task Force does not discriminate based on age, race, sex, color, national origin, religion, or disability in admission to, access to, or operations of its programs, services, or activities.
Estimated Completion Timeline
May 5, 2021: Call for Artists Opens
June 11, 2021 @ 4:00 pm: Deadline to submit Art Submission Form
June 14-18, 2021: Review of submissions
June 21-30, 2019: Selected artists will be notified.
Note: These dates are subject to change.
Artist Compliance
The artist must sign a liability waiver prior to the artwork installation. All contracts or agreements are subject to review by the City of Fernley’s legal counsel, and a project will be awarded upon signing of an agreement or contract which outlines the terms, scope, budget, and other necessary items.
No artists may begin any installation until the artwork is approved and all required liability and agreement/contract forms are completed and submitted to the City Manager’s Office, and a permit is issued by the City of Fernley, if needed. Where an artist(s) is under age 18, a parent or guardian is required to sign all forms.
City Hall use of display areas take precedence over any other use and the City reserves the right to, without notice. Display reservations are not transferable to another person. No meeting shall be interrupted to install, remove, or to view any exhibit.
Artists are responsible for delivering the artwork ready-to-hang to City Hall, the Fernley Library, or the Lyon County Human Services Building; each accepted artist will work with the employees of the respective facility to assure the work is properly displayed.
Artists/art groups who are selected for the project may be featured in digital and traditional promotional materials and media; we may ask select artists to provide higher resolution jpegs suitable for publishing.
In the event of interest in purchasing art, the artist is put in direct contact with the interested party and receives 100% of proceeds from any resulting sales. The City, the Fernley Library, or the Lyon County Human Services shall not be responsible for handling any money from the sale of artwork displayed at City Hall. Artists shall label the artwork or attached a card with the artists contact information, however, the information shall not include a “price tag” of the artwork. Any items sold during a display period shall remain on display until all items are scheduled to be removed.
Rights and Disclaimers
This Call for Artists does not obligate the City, Fernley Library, or Lyon County Human Services to pay any cost incurred by the respondents in the preparation and submission of a response. Furthermore, the Call for Artists does not obligate the City to accept or contract for any expressed or implied services.
The City reserves the right to reject any-and-all proposals. The City reserves the right to:
- To negotiate changes of any nature with any artist with respect to discrepancies between the artwork selected for display, and
- To enter into an agreement for some or all the work with one or more candidates that do not submit proposals.
Although candidates should make their best faith effort to comply with the requirements outlined in this call for artists, the City may, in its discretion, waive non-compliance. The evaluation criteria are intended to be used to make a recommendation to the entity or person within the City authorized to award the agreement. That entity or person is not bound to use these criteria or to award based on the recommendation. The City reserves the right to change the criteria and to otherwise vary from this procedure as it determines to be in the City’s interest.
